Literary and somewhat formal. In everyday speech 遇到 (yùdào) or 碰到 (pèngdào) is far more common. 值遇 carries a faintly fated tone and turns up most often in Buddhist texts (where you 值遇 a teacher or the Dharma) and classical-style writing.
