usage
龵 is the rare top form of 手, the hand radical. Treat it as 手 flattened into a header. Far less common than the everyday side form 扌, since most hand-action characters were built with the phonetic on the right rather than below.
history
Exact origin uncertain as a separate codepoint - 龵 is encoded mainly for CJK structural analysis. It represents the visual shape that 手 takes when it has to spread horizontally above another component, with the wrist-curl and fingers compressed into a flat top register.
usage
Rarely encountered outside specialist contexts. The hand-on-top idea is more easily recognized in 看 (look - hand shading 目 the eye), 拜 (worship - paired hands above), where the top component reads as 'hand' even if not written as 龵 itself.
