A dedicated place-name character. 郴州 (Chenzhou) is a prefecture-level city in southern 湖南, historically a mining region and the only city whose name uses this character — so seeing 郴 almost always points to Chenzhou.
The right-side ear 阝 is the city radical 邑 in compact form. On the right it always means 'town/place', which is why 郴 is purely a place name, like 鄢 built the same way.
The left side 林 'forest' supplies the sound (lín drifting to chēn). It also hints at the wooded hill country around Chenzhou, though its main job here is phonetic.
