Has spread from legal language (a plaintiff's 诉求 = the relief they seek) into politics, journalism and marketing. 利益诉求 (interest demands), 合理诉求 (legitimate demands), 群众诉求 (public demands) are stock phrases in policy writing.
mistakes
Although it contains 诉 'sue', 诉求 itself is not necessarily litigious — 'demand' or 'appeal' is usually a better translation than 'lawsuit'. Use 起诉 qǐsù for actually suing someone.
