In Chinese moral thought 羞耻心 is treated as a cornerstone of character — Mencius listed 羞恶之心 ('the sense of shame and disgust') as one of the four innate moral sprouts. Saying someone 没有羞耻心 ('has no shame') is a heavy moral condemnation.
