矢车 ('arrow-wheel') describes the flower's spoked, pinwheel shape - narrow bracts radiating like the arrow-fletched wheel of a Japanese yagurama
矢車 ornament (which the Chinese name was borrowed from). Add
菊 (chrysanthemum-family flower) and you get 'pinwheel-shaped chrysanthemum' - the cornflower.
