王 is the most common Chinese surname. 国安 ('nation at peace') was a typical patriotic given name for boys born in the 1950s–70s. Also the name of the Beijing football club 北京国安 — though that's an institution, not a person.
grammar
The apostrophe in the pinyin Wáng Guó'ān separates the syllables 国 (guó) and 安 (ān) to prevent misreading as *Wáng Guǒ-nān.
