usage
副 = vice/deputy, 议长 = speaker/chairman of a parliament. Used in news about foreign legislatures (US House, Japanese Diet, Korean National Assembly). Note 议长 is the parliamentary speaker; the head of China's NPC is called 委员长 (weiyuanzhang) instead.
