内阁 'cabinet' + 大臣 'high minister'. Chinese uses 内阁大臣 most often when describing British, Japanese, or pre-1949 Republican governments — anywhere with a Westminster-style or imperial cabinet. For PRC equivalents, the term 部长 bùzhǎng 'minister' is used instead, since the PRC has 国务院 not 内阁.
