蒋公 refers to 蒋介石 (Jiǎng Jièshí, 1887-1975), leader of the Kuomintang (KMT), commander-in-chief of Republican China through WWII, and head of state on Taiwan from 1949 until his death. The (gōng) suffix is a respectful 'Lord/Sir' applied to revered male elders or statesmen.
