市委 is short for 中共市委员会, the city-level committee of the Communist Party of China. In Chinese politics the 市委 (Party) is distinct from, and holds authority over, the 市政府 (government). 市委书记 (Party secretary) is the most powerful official in a city, outranking the mayor (市长).
