usage

增 'add' + 设 'set up' — used when a facility, course, post, or institution is newly established alongside existing ones. Compare 新设 xīnshè 'newly establish (from scratch)' and 增加 zēngjiā 'increase (in quantity).' 增设 specifically presupposes there is already something there.
