Here 切 means "to press" and is read qiè, not qiē "to cut". It is the last of the four diagnostic methods, after looking, listening and smelling, and asking. 切脉 is the more formal word; in speech people say 把脉 or 号脉, and in Shanghai and Suzhou 搭脉.
