佩琦 is a variant spelling of 佩奇, the Mandarin transliteration of Peppa as in Peppa Pig (《小猪佩奇》/《小猪佩琦》). The pig became a viral 'gangster mascot' meme in China around 2018 - 'social-people' (社会人) culture adopted the cartoon as an ironic icon, even spawning Peppa watches and tattoos.
