仝 is an old form of 同 (same) and is not used for that meaning today. It survives almost only as a surname, most famously the Tang tea-poet 卢仝, and is still used in signatures meaning 'ditto / the above-named'.
The top is written like 人 but acts as a covering lid over the lower part, not as a 'person'. Indexed under Kangxi radical 人 by tradition; the modern shape is an abstract cap, not a recognizable figure.
工 sits underneath the cover. In this old graph the two pieces together stood for 'the same / uniform', the sense later written with 同; 工 keeps no separate 'work' meaning here.
