Formal/written timestamp form, common in news, government notices, and military orders ('下午二时三十分'). In speech almost everyone says 两点 (liǎng diǎn) instead — Mandarin uses 两 not 二 before measure-like 点 in colloquial time-telling. So '2:00' written formally as 二时 = spoken 两点.
