Mostly used in the food word 牛腩 (beef brisket / flank), especially common in Cantonese cuisine. It refers to the soft, fatty meat from the cow's belly, not sirloin.
The meat-flesh radical on the left, side-form of 肉 (it looks like 月 moon but is a different radical). It marks body-flesh words. Same family as 肚 belly and 肌 muscle.
