Two senses to keep apart: (1) 白俄罗斯 = Belarus (the country, 白 here is calqued from Slavic 'White Rus'). (2) Pre-1949 'White Russians' (白俄) were anti-Bolshevik émigrés; thousands fled to Shanghai and Harbin after the 1917 revolution.
