Three uses, all from the same image of 'air escaping through a gap': (1) drafty windows or punctured tires; (2) a person talking with missing teeth, where the air whistles through gaps; (3) information 'whistling out' to people it shouldn't reach. The third sense overlaps with 走漏 (zǒulòu, 'to leak [information]').
