Condensed from 《史记·酷吏列传序》: 网漏于吞舟之鱼 - the law's net, 司马迁 wrote, was so loose that fish big enough to swallow boats slipped through. The idiom keeps that sense of one that got away.
usage
Usually negative - refers to criminals, fugitives, or errors that escaped detection. Measure word is 条 (fish) or 个 (person). Contrast with 网开一面 (deliberately leaving an opening).
