By the grace of Heaven and the imperial mandate, His Majesty proclaims...
Tips
history
The four-character formula 奉天承运皇帝诏曰 became the standard opening of Ming and Qing imperial edicts after the Hongwu Emperor (洪武帝) introduced it. Most period dramas mis-pause it as 奉天承运,皇帝诏曰 — strictly it should be 奉天承运皇帝,诏曰.
usage
Modern logistics use 承运 in legal/contract contexts: 承运人 = 'carrier (of goods)'. The classical 'Mandate of Heaven' sense is now confined to historical writing and costume dramas.
