Left three-drop water radical, side-form of 水. The indexing radical. Originally 汇 meant 'streams converging into a basin', the water meeting point. From that concrete image came every modern sense: 汇合 (converge), 汇报 (report, convergence of information), 汇率 (exchange rate, converging currencies), 词汇 (vocabulary, words gathered).

Right 匚, Kangxi radical #22, an open box or vessel facing right. Functions as the container holding the water on its left. Together the two pieces give a literal picture: water flowing into a vessel = converging, collecting. The simplified 汇 dropped the heavy interior of traditional 匯 (which had 淮 phonetic inside the box), keeping just the most schematic water+vessel image.
