Formal/literary. Common in news reporting, official statements, and academic writing - virtually never in conversation. Spoken Chinese uses 还没有 (hái méiyǒu) instead.

尚 = 'yet, still' (literary); 无 = 'not have' (literary). The classical-flavored 尚无 always introduces something the speaker thinks should or might happen, but hasn't.
