道之以政,
齐之以刑,
民免而无耻;
道之以德,
齐之以礼,
有耻且格 (Guide them with decrees, align them with punishments — the people will dodge and feel no shame. Guide them with virtue, align them with ritual — they will have a sense of shame and correct themselves). The foundational Confucian argument against pure legalism: external rules produce evasion, while internalized ethics produce genuine conformity.
